Cooperation of both cities started several years ago. On July 2013 the Letter of Cooperation Intent was signed. Mr. Sergej Morgunov, the Mayor of Vinntsia says that the last year proves that partnership relations have been made and it will be easier to develop them, to exchange experience and to help each other in case it is needed when Partnership Agreement is signed: "Our country steps into a new historical period. We think that partnership contacts may help in common developments of economy, culture, social care, education".

At present, the project of the Agreement is under coordination. The Agreement itself may be signed in December, in Panevėžys.

Vinnytsia is the city in the South West of Ukraine. It is an administrational centre. Light industry, machinery and food  industries are well developed.The city is situated on the banks of the Southern Bug. There are 4 museums, 43 general education schools, 5 higher schools and over 350 000 inhabitants.

At present Vinnytsia has 6 partner cities: Kielce(Poland), Peterborough(United Kingdom), Birmingham (USA), Iasi (Romania), Ribnita (Moldova), Bursa (Turkey).

Panevėžys is a partner city with 10 partners abroad: Lunen (Germany), Lublin (Poland), Kalmar (Sweden), Goes (the Netherlands), Kolding (Denmark), Mytishchi (Russia), Daugavpils (Latvia), Gabrovo (Bulgaria) and Rakvere (Estonia).
