Both cities will cooperate in the fields of tourism, culture, education, sport, environment protection, economy and business, public administration and self-governing. It is already the 13th partner city of Panevėžys City Municipality.

" Panevėžys has been cooperating with Rustavi City for already some time. The inhabitants of Panevėžys should well remember the wonderful concert donated by ME RUSTVELI group this year. I am glad that our cooperation is strengthened by the official agreement now and I hope that we will see nice examples of common activities not only in the field of culture but also business, etc.", - said the City Mayor Rytis Račkauskas.

With the help of Georgian Embassy in Lithuania and Lithuanian Embassy in Georgia cooperation with a Georgian City of Rustavi has been started since 2007. Then, the City Council of Panevėžys has taken the decision to start cooperation with Rustavi City. In 2008, Georgia envisaged hard times and cooperation contacts broke. In a year, in 2009 the invitation from the Mayor of Rustavi City was received to visit the city. In October 2015, Letter of Cooperation Intent was signed.

At present Panevėžys cooperates with Lünen(Germany), Kalmar(Sweden), Goes(the Netherlands),  Lublin(Poland), Kolding (Denmark), Mytishi(Russia) and Kaliningrad (Russia), Daugavpils(Latvia), Gabrovo(Bulgaria), Rakvere(Estonia), Vynicia (Ukraine) and Maramures County(Romania).
