Vitebsk is the fourth largest city in Byelorussia. Over 380 000 of inhabitants reside there. It is the centre of industry, culture and science. Vitebsk is considered to be the capital of culture of Byelorussia. It is often referred to as the second Paris as a number of famous painters, artists (Marc Chagall, Kazimir Malevich, Ilya Repin) used to live and work there. 

The first cooperation contacts with this Byelorussian city has been started already before the formal signing procedure - three joint project applications have been submitted to the EU programmes LITHUANIA-LATVIA-BYELORUSSIA and LITHUANIA-BYELORUSSIA.
